Another wrinkle appears when you consider the fact that entering localities includes comma-separation. There isn't a separate field box for each locality level. For example, you don't enter the town in one box, the county in another, the state in a third, and the country in a fourth. There is only one box. Everything is entered in one box, and each locality name is separated by commas. Therefore, you should set up a consistent standard in your own mind.
The first area will be the smaller level and would represent the town, township, or city. The second area would be separated from the first by a comma, and it would represent the county (or parish). The third area or level would be the state or province. The fourth level would be the country.
Two examples would be:
Salinas [town], Monterey [county], California [state], U.S.A. [country]
Polus [farm],Ylivieska [parish], Oulu [province], Finland [country]
Since it is not necessary to spell out the entire name of California, nor to enter U.S.A., it could actually look like this:
Salinas, Monterey, CA [with the fourth level U.S.A. left off entirely]
